During a routine patrol check of the Greasy's Diner on April 5, Sergeant Suzi Recreant, of the Elk Point Police Department, was able to positively identify a family member of an escaped parolee, who is a wanted felon for armed robbery. Eyewitnesses said that during her field interrogation, she was able to convince the potential bomber to admit he was carrying illegal explosives, and she was able to take him under arrest without incident.

According to the FBI's Explosives and Ordinance Disposal team, the man had in his possession three wallets, all handmade, and each rigged to detonate when opened. Anyone who had perhaps found the wallets would have been instantly blown to bits by the destructive blast when they opened it to see who the owner might be, or tried to use the wallet themselves.

An anonymous member of the Federal Bureau of Alcohol, Tobacco, and Firearms credits Sergeant Recreant for saving an unknown number of people's' lives in making the arrest, as well as saving the city from being subjected to an unmistakable act of domestic terrorism.

The alleged bomber's identity has not yet been released, pending the investigations in progress. Witnesses describe the man as over six feet tall, very dark skinned, and heavily muscled, with long dreadlocks and wearing a red shirt and white pants. He was last seen being escorted to the EPPD holding facility by Sgt. Recreant, pending arraignment on a multitude of charges.
